What exactly is the X endorsement?
A combination code. When your license has both H (hazardous materials) and N (tank vehicles), the state prints X instead of the two letters. There is no separate X test; you pass the hazmat knowledge test and the tanker knowledge test.
Do I need ELDT for both?
Only for HAZMAT. Federal ELDT theory is required before a first H endorsement. Tanker has no federal theory rule, so the Tanker course here is prep for the state knowledge test, not a filed course.
Can I take them in any order?
Yes. Both unlock together. Most drivers do HAZMAT first because the TSA check takes weeks and the course is what lets the state give you the hazmat test.

Do I need a CDL first?
You need a CDL, or one in progress, to put the endorsements on. You can finish all the theory before your skills test.
