How to get your CDL in Wisconsin, step by step

The order matters, and it is not the same in every state. This is Wisconsin's order, from the WisDOT's own rules. Fees are on the WisDOT site; the steps below do not change often.

  1. 1
    Get a DOT medical certificate

    From a certified medical examiner.

  2. 2
    Finish ELDT theory online

Any TPR-registered provider. ELDT365 files your completion the moment you pass.

  3. 3
Pass the knowledge tests and get your CLP

No charge for the knowledge test. CLP valid 180 days.

  4. 4
    Hold the CLP 14 days

Federal minimum before the skills test.

  5. 5
    Complete behind-the-wheel training

    With a TPR-registered BTW provider.

  6. 6
Take the skills test with a certified third-party tester

Fees are capped by the state; failed sections retest individually.

Permit valid: 180 days.

Who gives the skills test

Skills testing is entirely third-party, and WisDOT caps what a tester may charge for the full test and for each section.

Hazmat knowledge test; TSA clearance before the H is issued. Fingerprinting fee is separate from the endorsement fee.

Will Wisconsin accept online ELDT theory? Yes, by federal rule.

Federal rule 49 CFR 380.703(i) says that state qualification requirements for theory instruction do not apply to providers offering that instruction only online. So your state accepts theory from any provider listed on the FMCSA Training Provider Registry, including ELDT365, and no state can require the online theory portion to come from a state-licensed school. States can add their own rules for the behind-the-wheel part, and several do; those are listed below.

49 CFR 380.703(i) · FMCSA guidance on state-based training requirements

What Wisconsin adds for the school part: No state licensing layer for theory. Any TPR-registered provider is accepted.
