How to get your CDL in Missouri, step by step

The order matters, and it is not the same in every state. This is Missouri's order, from the DOR's own rules. Fees are on the DOR site; the steps below do not change often.

  1. 1
    Get a DOT medical certificate

    From a certified medical examiner.

  2. 2
    Finish ELDT theory online

Any TPR-registered provider. ELDT365 files your completion the moment you pass.

  3. 3
Take the knowledge tests at a Highway Patrol exam station, then get the CLP from a license office

    Two stops, two agencies.

  4. 4
    Hold the CLP 14 days

Federal minimum before the skills test.

  5. 5
    Complete behind-the-wheel training

    With a TPR-registered BTW provider.

  6. 6
Take the skills test at an MSHP station or third party, then return to a license office for the CDL

ELDT completion is verified electronically before testing.

Who issues the CDL

Missouri Department of Revenue (DOR) issues the license; the Missouri State Highway Patrol (MSHP) gives the tests.

Hazmat endorsement order in Missouri

Hazmat knowledge test (30 questions) at an MSHP exam office; TSA clearance before the H is issued; must be 21.

Will Missouri accept online ELDT theory? Yes, by federal rule.

Federal rule 49 CFR 380.703(i) says that state qualification requirements for theory instruction do not apply to providers offering that instruction only online. So your state accepts theory from any provider listed on the FMCSA Training Provider Registry, including ELDT365, and no state can require the online theory portion to come from a state-licensed school. States can add their own rules for the behind-the-wheel part, and several do; those are listed below.

49 CFR 380.703(i) · FMCSA guidance on state-based training requirements

What Missouri adds for the school part: No state licensing layer for theory. Any TPR-registered provider is accepted.
